PURPOSE OF THIS CIRCULAR<\/strong><\/p>\n

This circular gives an overview of the CO2 Standard development
\nup to and including the CAEP\/9 meeting, and provides ICAO Member
\nStates with the details of the CAEP\/9 approved Annex 16, Volume III
\nCO2 Standard certification requirement. The material contained in
\nthis circular allows stakeholders to become familiar with the
\nCAEP\/9 agreed certification requirement. This material is published
\nfor information purposes only and will remain as an ICAO circular
\nuntil the internationally agreed ICAO Standards and Recommended
\nPractices (SARPs) for the CO2 Standard have been fully developed
\n(i.e. as Annex 16, Volume III). The material is not
\nintended to be used for CO2 emissions certification purposes prior
\nto Annex 16, Volume III being finalized by CAEP and adopted by the
\nICAO Council. This Circular does not require States to take any
\naction whatsoever at this time, and States should not base any
\nrequirements, reporting or otherwise, on this material, as the
\nmaterial is currently incomplete as per the details in
\n3.7.<\/strong><\/p>\n

The material contained in this circular is based on a document
\nthat is a work in progress, and CAEP has identified future CAEP\/10
\nwork where further discussions, analyses, and decisions would help
\nreinforce the Annex 16, Volume III CO2 Standard certification
\nrequirement and facilitate its subsequent implementation. As a
\nresult, additional amendments are expected over the next three
\nyears to the Annex 16, Volume III CO2 Standard certification
\nrequirement text contained within this circular.<\/p>\n

In order to promote the understanding of the future CO2
\nStandard, the material contained in this circular has been written
\nin the form of ICAO SARPs as they may appear in the future Annex
\n16, Volume III. This format does not constitute a rationale for the
