Emergency calling solutions exist to retrieve user's information
\nand geolocation for both E.164 and PLMN telephone networks:<\/p>\n

An E.164 emergency call relies on the public phone directory to
\nretrieve information;<\/p>\n

A PLMN emergency call relies on Cell Ids and radio triangulation
\nprocess to retrieve information.<\/p>\n

This TSB covers issues associated with support of ECS from IP
\nTelephony terminals connected to an Enterprise Network (EN). It
\ndescribes new network architecture elements needed to support ECS,
\nand the functionality of those new elements, in North America. Many
\ncountries have similar ECS requirements. Portions of this document
\nmay be applicable in providing guidance in solutions for those
\nrequirements.<\/p>\n

This TSB addresses ECS calls placed from fixed, mobile, remote
\ndial-in, or wireless access VoIP terminals, as shown in Figure 1.
\nThis figure also illustrates similar access scenarios for ECS calls
\nplaced directly through an ISP. Solutions contained within this TSB
\nmay apply to the non-enterprise environment as well. This TSB does
\nnot address scenarios for devices connected to VoIP networks
\nthrough gateways.<\/p>\n

Use cases:<\/p>\n

(A) EN may be directly accessed by the user's terminal, without
\ncrossing a tier's network.<\/p>\n

(B) EN may also be accessed through one (or several) tier's
\nnetwork(s):<\/p>\n

o (B.1) Case of multi-site enterprises, using leased-links to
\nconnect distant sites;<\/p>\n

o (B.2) Case of public access point based connection, using
\nVPN<\/p>\n

o (B.3) Case of private (residential) access point based
\nsolution, also using VPN.<\/p>\n

(C) EN may finally be accessed by a "guest" terminal, that
\ndoesn't belong to the enterprise fleet, but that anyway tries to
\nsetup an emergency call.<\/p>\n

Cases (A) and (B.1) are covered by immediate solutions, while
\ncases (B.2), (B.3) and (C) are mentioned for further study, some
\nmaterial being proposed in the document annexes.<\/p>\n

Many ECS support issues will require further investigation, and
\nare beyond the scope of this document. These include for
\nexample:<\/p>\n

\u2022 Call set-up delay<\/p>\n

\u2022 Call queuing<\/p>\n

\u2022 Calling feature override (e.g. call forwarding, call waiting,
\ncall conferencing, caller ID suppression, call priority
\ninterruption [18] and do not disturb.)<\/p>\n

\u2022 Access by persons with disabilities (e.g. TDD devices)<\/p>\n

\u2022 Language-based call routing<\/p>\n

\u2022 Use of a Private Safety Answering Point<\/p>\n
