PCCH Reselection:<\/p>\n To provide service continuity to a GPRS-136 mobile station, PCCH\/PTCH Assignment:<\/p>\n To provide the capability for the network to reassign an active Power Control:<\/p>\n To provide the capability to control the uplink power of the To achieve the preceding goals, the RRME and BME must interact Packet-Data Service – Radio Resource Management<\/b><\/p>\n
\nsystem is accomplished\u00a0by means of the Radio Resource
\nManagement procedures presented in this standard.\u00a0Effective
\nmanagement of the radio resources in a GPRS-136 system involves
\nactivities in\u00a0both the mobile station (MS) and the base
\nstation (BS). The entities in a GPRS-136\u00a0mobile station and
\nbase station that are used to achieve the goals of radio
\nresource\u00a0management are the Radio Resource Management Entity
\n(RRME) and the Broadcast Management Entity (BME).<\/p>\n
\nfollows:<\/p>\n
\nsuitable GPRS-136 PCCH within an acceptable period, without the
\nneed for any prior\u00a0knowledge of the PCCHs in the system. This
\ngoal is achieved by executing the Packet Control Channel
\nSelection<\/i> procedure.<\/p>\n
\nWhen more than one PCCH is available for allocation in the cell,
\nthe mobile stations operating in that cell must be evenly
\ndistributed across the PCCHs. Furthermore, mobile stations that
\ncamp on a particular PCCH must be allocated paging subchannels in
\nsuch a manner that the paging load is evenly distributed across all
\navailable paging time slots on the PCCH. This goal of load sharing
\nis achieved by executing the Packet Control Channel
\nAllocation<\/i> procedure.<\/p>\n
\noperating on a PCCH or PTCH through reselection to the best
\navailable PCCH. This goal is achieved by executing the Packet
\nControl Channel Reselection<\/i> procedure.<\/p>\n
\nmobile station to a different PCCH or PTCH within the same cell.
\nThis goal is achieved by executing the Channel Assignment
\nprocedures.<\/p>\n

\nuse of BME related messages broadcast on the F-PBCCH and E-PBCCH

\nbase station interacts with the RRME entity within the Mobile
