The scope of this document is to define the mobility management
\nlayer, or MM layer, of the wideband air interface (WAI). The
\nwideband air interface called Uw is the interface between the fixed
\nnetwork equipment (FNE) and the MRC units, or directly between MRC
\nunits in a wideband system. The general wideband system model is
\nshown in Figure 1 below and illustrates the Radio to FNE Mode of
\noperation. A Vehicular Repeater (VR) may additionally act as a
\nrelay between FS and MR when coverage limitations require the use
\nof this local coverage area extension.<\/p>\n

The Wideband Air Interface (WAI) reference point Uw is between
\nthe FNE and MRC, or MRC to MRC, and is used for wireless
\ncommunications between these functional groups. OSI layers 1 and 2
\nare the specified scope of the implementation of the Uw services.
\nThe MM layer is the lowest sub-layer of OSI layer 3 and directly
\ninterfaces with the LLC layer.<\/p>\n

This document concentrates on the wideband air interface MM
\nlayer, whose function is to define the procedures and message
\nformats that facilitate MRC RF roaming within and between wideband
\nnetworks, and negotiated absence services while minimizing impacts
\nto other services. MM services are dynamically negotiated between
\nthe MRC MM entity and an FNE MM entity and are therefore applicable
\nonly for the FNE configurations only. The functions allocated to
\nthe MM layer include the following major aspects:<\/p>\n

\u2022 Registration and De-registration of MRCs on the network<\/p>\n

\u2022 Location tracking of MRCs on the network<\/p>\n

\u2022 Authentication and configuration of MRCs on the network<\/p>\n
